The COSMOS project is a collaborative partnership of academics, police and justice authorities, which explores the complex ethical, legal and technical problems surrounding the effective cooperation of public and private bodies in combatting the phenomenon of sport competition manipulation (SCM). The project is comprised of five objectives: (i) to establish the diversity of SCM within the scholarly and policy literature and from the perspective of sport and non-sport stakeholders; (ii) to determine the needs and priorities of those stakeholders specifically in relation to understanding the ethical and legal barriers and enablers to data acquisition and exchange to support anti-SCM strategies; (iii) to identify stakeholder perceptions of priorities, choices and challenges related to a Digital Information and Intelligence Platform on SCM in light of effective enforcement strategies and practices (iv) to identify the range of governance aspects and conditions, from an ethical and legal point of view, for the establishment of a Digital Information and Intelligence Platform on sport competition manipulation in light of effective enforcement strategies and practices; and to (v) formulate options, conditions and recommendations for the creation of a searchable and dynamic, comprehensive Digital Information and Intelligence Platform on SCM relevant data, which will inform relevant stakeholders and allows them to build or support learning networks.
