Objectives

The main task of the project was to create tools supporting the development of selected digital competences of cluster coordinators in order to improve their level of services, competitiveness and innovation. A study conducted by the Polish Agency for Enterprise Development on clusters (2020), as well as the recommendations of the Cluster Working Group supervised by the European Commission (12.2020), show that the development of European clusters largely depends on the level of competence in digital transformation. The globalizing economy and the pandemic crisis have further accelerated digitization processes. The value chains operating in the clusters have been transformed and processes of disintegration have taken place, which is reflected in the search for new solutions based on digital technologies. A key role in this process is played by cluster coordinators, who should contribute to cluster development using their digital competencies. Therefore, within the framework of the project, materials were developed (Guide and Competence Verifier) that allow cluster coordinators to diagnose gaps in digital competences and to become familiar with basic information and tools for filling them.

Activities

As part of the project, 2 workshops were conducted (4 days, 5 hours each - a total of 20 workshop hours), which were attended by employees of cluster coordinators' offices from Poland and Austria. The workshops were moderated by 3 experts (2 from Poland and 1 from Austria). The information obtained during the workshop was used in the development of tools (that are the results of the project), i.e. Selected digital competences of Cluster coordinators’ staff Guide and Digital Competence Verifier. These tools were developed in cooperation with the above-mentioned experts and based on a search of external sources and materials. Both tools were developed in two language versions (Polish and English). The Guide is available in the traditional book version. Digital Competences Verifier is a practical extension of the Guide. It is available as a web application at: https://weryfikatorkompetencji.przemyslprzyszlosci.gov.pl/en/start/ (EN) https://weryfikatorkompetencji.przemyslprzyszlosci.gov.pl/pl/start-2/ (PL) The Verifier was tested during a validation workshop with experts and cluster coordinators. Promotional activities of the project included: preparation of news releases, a website subpage, an information flyer and a newsletter.

Impact

Developed, in cooperation with cluster coordinators, document titled “Selected digital competences of Cluster coordinators’ staff Guide”. The document contains a description of selected digital competencies (programming, visualization, Big Data/Data Science) that are necessary for implementing digital transformation within cluster value chains and shows examples of competency development paths for employees of cluster coordinators' offices. Developed a Verifier of digital competencies for the above-mentioned three competencies. The Verifier is a web application that allows you to check your digital competencies and fill the competency gaps by reviewing examples of educational materials.
