The project aims to mitigate the effects of the loss of talent and brain drain in Ukraine by strengthening inter-institutional cooperation with EU EHIs and the freedom of the Ukrainian academia to research, learn, teach, and disseminate research outcomes. Furthermore, it supports the rebuilding of the Ukrainian higher education sector in the EHEA in line with its values.

The elements of academic freedom guide activities which relate to 1) connecting Ukrainian HEIs with their displaced members and EU counterparts (e.g. establishment of network and database); 2) strengthening teaching and learning (e.g. filling teaching gaps and summer school); 3) enable members of Ukrainian academia to research and disseminate their work (e.g. through a lecture series); 4) informing rebuilding of the Ukrainian higher education system (e.g. through a post-war strategic outlook).

Institutional cooperation enhances the internationalization of Ukrainian HEIs and foster cooperation capabilities of all partners. Bridging war-induced capacity gaps contributes to sustained competitiveness and attractiveness of the Ukrainian HEIs, mitigating loss of talent. Research outputs contribute to understand the impact of war on HE and members of academia, and academic freedom, and inform strategies to align the post-war HE system with the values of EHEA and the EU.
