Most good proposals still lose
Across 563 published call results, a median of 30% of proposals that cleared the quality threshold were funded. 10,693 were good enough and got nothing.

Horizon publishes the score at which the money ran out. In 36 topics it reached 15 out of 15 — and in one of them, 24 near-perfect proposals competed for 3 grants.
